Professional Experience

Independent Specialist

  • Leader of teams of senior management engaged in the winning and assumption of new business and in the spin-off of major operating entities. Responsibilities included team development, comprehensive project management plan development and execution, strategy development, competitive analyses, development of marketing plans, preparation of proposals for specific RFPs, preparation of technical critical decision designs
  • Reporting to the Vice President and General Manager of B&W Y-12, led the B&W Y-12 corporate acquisition of Wackenhut Security Services in October 2012 following the security breach at Y-12. The acquisition of this critical workforce of over 500 employees took place within a record time of 28 days under intense scrutiny of B&W Corporate, B&W Y-12 and the National Nuclear Security Administration (NNSA). The acquisition proceeded flawlessly to a successful ending with NNSA officials’ accolades for the successful Team effort.
  • Reporting to the CEO and Board of Directors of McDermott International, led the corporate restructuring of McDermott International’s spin-off of Babcock & Wilcox. Project size was over $100 million. Originally announced to be a 9-12 month effort, the spin-off was completed in 6 months. Corporate personnel were reassigned with minimal disruption to the workforce, major information technology systems fully separated, government agencies were properly engaged
  • Directed successfully the shortest major DOE transition in 37 days for the Idaho Completion Project, a $2.9 Billion dollar startup with 2800 employees. Project completed on schedule and 35% under budget. Co-managed a complex DOE transition establishing the Idaho National Laboratory under Battelle leadership in 2004 involving 3000 employees
  • Led the technical design team in preparation of a major technical design document for UPF at Y-12, a critical NNSA facility, approved at the $1.5 to $3.5 billion level

Babcock and Wilcox/BWX Technologies/LLC Arrangements

  • BWXT Y-12 – Director, Implementation Plan
  • Project Manager to accomplish commitments in original proposal to ensure contract extension, including startup and modernization of facilities, personnel and equipment, improvements to environment, safety and health, and establishment of new business processes. Directed efforts for $80 million of infrastructure improvements. Initiated $300 million of third-party financed projects that are occupied at Y-12 today. Successfully completed Implementation Plan with 98.6% completion of commitments and secured agreement of our NNSA customer for extension of three years of contract

BWX Technologies – Director, Oak Ridge Operations

  • Established a new office in Oak Ridge and won substantial new business with DOE, including the first ever contracts for the company in the DOE Oak Ridge Complex, a $2 Billion, 5-year contract. Established teaming strategies and proposal development strategies to win the $2.5 Billion, 5-year contract for the Y-12 national security complex in Oak Ridge. Following major successful DOE Idaho wins, led the transition into new contracts at the Idaho National Engineering and Environmental Laboratory (INEEL) and at Y-12.

Lockheed Martin Idaho Technologies – Director of Facility Engineering

  • Directed a staff of 300 multi-disciplined engineering and scientific personnel who provided site-wide planning and design for all infrastructure projects at the Idaho National Engineering and Environmental Laboratory (INEEL). Project design efforts included a $75 million in electrical infrastructure upgrades, the largest design effort at the Lab. Personally awarded the coveted Lockheed “Top Performance Award”, a top 1% award among 8000 employees

Babcock & Wilcox Idaho – Director of Engineering

  • Directed a staff of 100 engineering and scientific personnel with responsibility for all engineering, project management and quality control for manufacturing special armor for the Army’s Abrams tank. Improved Engineering performance rating from satisfactory to outstanding over three year tenure

Babcock & Wilcox – Project Manager for Attack Submarine Cores

  • Responsible for on-time delivery of $450 million of Los Angeles class attack submarine propulsion components. Successfully integrated contracts into delivery plans from competitor driven from business
